Platform Enhancing Adriatic Region Links in Europe – PEARL.EU (2007-2008)

GENERAL INFORMATION

The Pearl EU project (Platform Enhancing Adriatic Region Links in Europe) has been designed within the framework of the “Adriatic new neighbourhood programme” INTERREG/CARDS-PHARE, with the goal of creating an Adriatic Euro Region.

Through interactions between the local authorities of the Adriatic Basin, and dialogue between its citizens, European territorial cooperation in accordance with the objectives of the European Commission’s reform proposals for economic and social cohesion policies for 2007-2013 can be achieved.

Specifically, the strengthening of common competencies between the Italian and Balkan public administrations through this innovative project is a viable way by which to increase local economic and sustainable development, increase the communication of best practice exchanges and solutions, and in addition, aid in the improvement of communication between administration and citizens.

Within the framework of this new project will be held conferences and seminars, exchange of best practices and study-visits. Also foreseen is the establishment of a technical assistance network, at the service of all the partners, for constant support from experts on the issues of the project.

We will try also to involve the civil society through conferences and seminar, participation in solving case studies and a competition addressed to the citizens.

The project PEARL.EU has begun officially last May and will continue through May 2008.

ACTIVITIES OF THE PROJECT

The project’s actions have been designed on the basis of the local needs identified through the indications provided by every single municipality involved in the partnership and on the experience in the field that the Local Democracy Agencies. Needs assessment has been carried out using the bottom-up approach: with the involvement of local communities.

AT. 1 Deep analysis and elaborations of proposals about homogenisation of public administrations mechanisms in the Adriatic basin

AT. 2 Common and strategic lobby actions towards the legislator in order to harmonise public administration policies and legislation

AT. 3 International conference about the launch of the project (Lecce, Puglia Region)

AT. 4 International seminar in the middle phase of the programme in order to verify the implementation of the programme (Tavagnacco, Udine, Friuli Venezia Giulia Region)

AT. 5 Final international conference of the programme (Ravenna)

AT. 6 Constitution of a permanent monitoring group in order to verify the implementation of the project.

AT. 7 Promotion of the programme and spreading of the information: AT.7.0, Participation at the COM-PA event in Bologna; A. 7.1, International Fair in Sisak

AT. 8 Exchange of best practices and seminars

AT. 9 Exchange programmes for administrators from Italian and Balkan administrations for short-term periods

AT. 10 Constitution of a network among the partners to offer technical assistance on the topics of the programme

AT. 11 Support to existing partnerships and establishment of stable partnership agreements among Italian and Balkan local authorities and support to the Agencies of Local Democracy in the context of their work of network of multilateral co-operation
